Another Richard Selman married in Stokeinteignhead in 1610, showing there was more than one around at this time, but another had been baptised in 1589 (son of John) - too young to be the one who married Anstis, but could have married in 1610.
This seems to me the most likely Richard to have married Anstice.
Gender Male Buried 25 Jan 1657/58 St. Andrew’s Church, Stokeinteignhead, Devon, England - A Richard Selman 'junior' was buried in Stokeinteignhead in 1618/19, and a Richard Selman 'senior' in 1624, but this Richard probably died in or after 1644 as his wife was described as 'uxor Ric:' (i.e. 'wife of' rather than 'widow of') when she was buried, implying he was still alive.
This entry seems to be Richard not Richord i.e. a male name, but to say widdow. Looking down the page a John Barter is shown as widdow, so I think this means widower; whilst it could mean 'Richard Sellman's widow' wives and children are given their names (on this page) so I think it is unlikely widows would be thus entered. However, there aren't any widows on the page listed in any other way.

Yes, date unknown (Father)Notes - (Research):I thought that Richard and Anthony, who married the widowed sister-in-law of Richard's wife Anstice, might be brothers, especially as Richard and Anstice named a son Anthony, but from a glance at the index to PR entries it appears that they probably weren't. Howerver, Sellman was a common name in Stokeinteignhead at this time and more work would be needed to investigate this family.
