I think not. As well as the age suggesting a birth c. 1771 so a bit earlier than this Elizabeth, but also the 1851 census shows her birthplace as Portlemouth. A Daniel Phillips marr Elizabeth Dare in E Portlemouth in 1790, and they had 3 children baptised there. I believe it was this Eliz who wsa buried in 1857 (there was also a Daniel who was bur in Charleton some years before, probably her husband)
