All by the consent of the Parish"
Where more details are given the apprenticeship is usually to run until the youngster reaches the age of 21, so William was probably an apprentice to William Carter until 1764. Most commonly parish apprentices (as opposed to those paid for by the parents) were in husbandry i.e. learning the work of an agricultural labourer! I haven't tried to investigate William Carter but this is most likely what William was apprenticed for.
