I think so, his father's first cousin Francis, son of his gt uncle Dudley, was not mentioned in that Dudley's will so had probably died by 1714 (if he hadn't the most likely explanation is that he had emigrated; either way it is unlikely he was around to have sons in 1718 and 1726).
