Shown as 'daughter' in the 1871 census, should mean to the head of household (Joseph Foss), not clear if to him or boarder (Sarah Trant) or both. Emily's sister Ellen was also shown as 'daughter' in the same census, and Ellen when baptised as an adult named Sarah as her mother and no father's name was shown.
I think it safe to assume Sarah was Emily's mother, whether Joseph was her father is less clear.
Ellen was shown as '2nd cousin' to Joseph Foss in the 1861 census, with Sarah shown as Joseph's cousin (actually they were cousin once removed and cousin twice removed), which may suggest she wasn't his daughter, and so also unlikely he was Emily's father, but it would be unsafe to assume this.
