No registration of a Louisa Laura or Laura Louisa can be found anywhere in the country, including with a phoetic search on surname, searching 1858-61 but the birth of a Louisa was registered in Whitechapel RD in 1860, the only birth reg to be a good fit. Not only is it in the place consistent with the 1861 census, but the registratrion was in the quarter in which the birth of a baby aged 5 mths at the time of the 1861 census should have been registered. I did wonder if this was a child of Reuben or not, but now mother's maiden names are available in the GRO online index this shows it was Wise, so almost certainly the birth registration was of Reuben's daughter Louisa.
