The lady's maiden was Eliza Goatham, after whom George later named his first-born daughter.
Occupation 1881 Butler - The census entry with his wife and children shows the absent George was a butler (his wife being described as 'Butlers Wife', legible though struck through - no doubt because not relevant rather than wrong).
Occupation 1891 16, Westbourne Street, Paddington, London, England Domestic servant - George was with his wife and children, possibly now with a job that did not require him to live in, else the head of the house was absent. The latter is implied by the neighbouring houses where there were either only servants, or servants with their employees.
However, no. 16 was first entered as having only 4 rooms, though this was struck through. I guess that Walter and his family (a wife and 9 children) occupied 4 rooms of the larger no. 16. If Walter had filled in the census form only referring to his apartment that would explain why his relationship to the head of the house was given as 'Head' and not 'Servant'.
Retired 1901 9, Philip Terrace, Paddington, London, England - George ("Walter"), then shown as aged 69, was recorded as a retired butler in the 1901 census. Perhaps he was not well enough to work, as he was to die soon after. His retirement was clearly not good for the family. They had occupied 4 rooms in 1891, but had just 2 in 1901, being one of several families at the address. With the 5 youngest children of George and Emily still living at home, aged 3 to 11, life cannot have been easy.

In the 1911 census Emily described the 'present marriage' as having lasted 40 complete years - though it was only 37, and as having produced 14 children, 13 of whom were still living.
That may mean she was counting Frank. In the 1871 census Frank, aged 3, was shown as being 'son' to the head of the household, although it was unlikely he was the son of 58 year old Mary A Dawson! Also present was 2 year old Harry, like Frank with no mother's maiden name in the GRO online index, indicating he was probably illegitimate. Was he another son of Emily? With Harry's birth registered in q3 of 1868 and Frank's birth registered in q1 of the same year I think it is safe to assume they had a different mother. Sister's of Emily were present in the same household in 1871 old enough to have a two year old. This adds weight to Frank being the 14th child, as it removes the need to explain why it wasn't 15.
