with Teresa Ann GOATHAM Born Abt 1755 - From age in burial register. No baptism record found. It is possible that he was born before his mother / parents married, but I can't find a suitable baptism of a 'William Clement' either. There are other possibilities, perhaps most likely is that it did happen like his siblings' at Teigngrace but the register entry was forgotten.
There are several reasons for believing William was the son of William and Mary, none conclusive but collectively I consider make a very strong case.
1. When there was a settlement examination for this William's son Robert it was commented 'his parents settlement was Teigngrace'. The Teigngrace PRs (which survive from 1683) show only one Bailey family living in the parish: that of William and Mary née Clement and their family. Whilst it is possible William was not their son, but someone who had acquired settlement there in some other way e.g. by serving an apprenticeship in the parish, it would be a coincidence if a William of just the right age to be their son should have moved there, especially considering the relatively small population of the parish.
2. Having a number of sons, William was likely to have given his name to one, but no other is known.
3. As well as naming a son William (his and if I am right his father's name), and Robert (his father-in-law's name), then assuming William was the son of William and Mary, his other son, Joseph, had the name of a brother, while his first daughter had the names Mary, his mother's name, His second daughter was named, Ann (his wife's name) - the choice does suggest he was choosing family names, and while not a rare name Joseph was nowhere near as common as the other names, and so is particularly significant.
4. When John, son of William and Mary, married a witness was William Bailey. Comparing the signature with that of the William who married Ann Gough shows it was the same William. Witnesses, were most often other young people, and siblings were particularly common. Though William could have been a cousin of John, with John having several siblings William was probably a brother.
5. I have a DNA match with a descendant of William - although it would be far from impossible for this to be due to William being a 1st, 2nd or more distant cousin to my line, or even a match through pedigree collapse.
