The 1836/7 allotment record includes the date and place of Richard's marriage, confirming it was this Richard; all the allotments include the payees address and his wife Sarah's address confirms the death duties index entry is for this couple.

The death duties index for 1843 shows that admon. for a Richard Polyblank had been granted to Sarah Polyblank, of 22 George St Devonport. The Sarah who subsequently married John Pitts was living in George Street with her parents at the time of the 1841 census.
There is no death registration that seems to match - I guess that Richard died at sea.
