It would appear that Richard and his family moved from Selling to Walmer sometime between the baptism of his daughter Thomasin in 1621 and the marriage of his son Thomas in 1635. He may have remained there till his death, after 1642 (but see 'Debt'), perhaps not found in the register due to the disruption during the Civil Wars / Interregnum. Unlike for most of his family no will has been found - possibly also lost for the same reason.
Most of the deponents in the Exchequer case claimed to have known Richard about 6 years, suggesting he moved to Walmer about 1634.
Richard's farming of land near Walmer Castle is one of the subjects of the 1640 Exchequer case (whether to the south or north I don't think is ckear); he is described by one deponent as having ploughed up land within twenty rods (i.e. within 110 yards) of the Castle.

Neglecting repair of sea wall etc. - In 1640 the Attorney General, Sir John Banks, brought a case in the Court of Exchequer concerning "the ground lying between the moat of said castle and the sea" claimed and held by Richard Sladen along with James Hugessen and William Hugessen, the defendants in the case. They were accused of neglect of the bank or cliff, and neglecting to repair the sea wall etc.

Court 1642 Re debt - In Trinity term 1642 Robert Hart brought a case in the Court of Common Pleas against "Richard Sladden late of Walmer in the County aforesaid yeoman alias Master Richard Sladden of Walmer in the County of Kent yeoman and versus William Sachett late of Ramsgate in the County aforesaid, yeoman, alias Master William Sachett of Ramsgate in the County of Thanet in the County aforesaid yeoman" as can be seen here.
Died Aft 1642 - Noted as consenting to his son's marriage in 1635 (marriage licence allegation); no sign of his death by 1640 (i.e. no burial found) and no indication of any other Richard in Walmer at this time so I think he must be the Richard accused of negelcting to repair the sea wall etc. in 1640, and also in the debt case in 1642.

Notes - Richard of Walmer's origins
From the match between the children baptised in Selling and those who are later found in Walmer it is clear that the Richard who lived in Walmer was the one who had married and had a family in Selling.
But where was he from before Selling?
There were Richards baptised in 1584 (in Elham, no parents named) and in 1586 (in Wingham, son of Robert). A Richard son of Robert was buried in 1591 so it can't have been the latter. The one baptised in Elham was probably the son of Thomas and Wilmott of Lyminge - a number of their children seem to have been baptised there; those baptisms in surviving PRs name their father as Thomas, and others also fit children named in Thomas' will. It is clear Thomas and Wilmott had a son Richard and he was still living in 1629 when Thomas wrote his will.
In addition to the Elham Richard seeming a likely candidate to be this Richard from his date of birth there are other suggestions he is probably the right one:
Thomas and Wilmott's son Anthony also married in Selling;
Richard gave his first son the name, Thomas, which would then be his father's name;
Richard was a yeoman, as Thomas was.
Also, searching the indexes (to PRs) there seem to be no other marriages or burials that could be this Richard, and no baptisms with the father's name given as Richard apart from this Richard's own until his grandson's children from 1661 i.e. no evidence of any other Richards from whom this one has to be dis-entangled.
