Probably a Register Office marriage (p. 1173 was for a marriage on 25 Dec at Walcot St Swithin, p. 1206 was for a Register Office or Non-conformist (Registrar present) marriage (page info. from the Guild of One-Name Studies Marriage Index).
I am assuming the children shown with Nicholas and Charlotte in the 1871 and 1881 censuses are theirs. Although all born before they married, the births were all registered as 'Tarrs'. Nicholas had deserted his family about 1860, and was not with them in 1861 or 1871, so I doubt they were children of that marriage. Given the first of the four was given the name Burgess as a Christian name, the surname of Charlotte who Nicholas married in 1871, points strongly to them being their children together.
If Nicholas had had the children with another Burgess e.g. a sister of Charlotte, would expect to find Charlotte as sister-in-law or housekeeper in 1871, not wife (when not actually married). Being shown as wife suggests they may have been living as man and wife for sometime.
Nicholas' first wife was still living when he married Charlotte, so it is not clear why after living together as though man and wife for some years they decided to marry bigamously. Maybe he had not heard from her for a sufficient period that he felt it safe to do so.
