I think it probably is, though I'm not certain. Unfortunately no middle name is given, but whilst this would not be unusual it means that this confirmatory information is missing. In addition, there are a couple of possible anomalies. Firstly, he is shown as married - but the papers do not contain details of a wife, making this harder to check. It is possible this Arthur was married; he wasn't at the time of the 1911 census but could have married between then and 1914, and his wife could have died his marriage to Margaret Evans in 1918 - or they could have parted company. A linked possible anomaly is the address given - we might have expected him to return to his mother, if single, but if married the address might make sense. The other anomaly is his age: given as 21 years and 6 months at discharge, this Arthur would have been 21 years and 10 months. Whilst people often adjuted their age (for a variety of reasons) they usually kept their birth date and month, so this does suggest to me the service records may be for a different Arthur. However, if they were for another Arthur who was he? - there is no Arthur to match in or near Shawforth in the censuses of 1901 or 1911. And the occupation, quarryman, is right for this Arthur.
Arthur volunteered soon after the start of the first world war, before there was any conscription, but he was discharged "in consequence of not being likely to become an efficient soldier on Medical ground".
