Although the births of two John Cottons were registered one in q4 1837 and the other in q1 1838 that could be this John, checking the GRO online index shows they had mother's maiden names of Lees and Parton respectively.
(If born in Eccleshall then should have been registered Stone but similarly the only possible has a mother's maiden name which doesn't fit this John). (Checked for names beginning with C or G)

Details from death registration GRO register entry. His death was registered by Jane 'Dileaf'[?], Inmate. In this case I think 'inmate' was used with its old meaning of someone resident in the same house; there is nothing to suggest he died in an institution.
Probably the death registration for this John, given that the register entry shows the death was at Eccleshall, the place where he had been baptised and was buried. There was no other burial of anyone with a similar name in Eccleshall around this time.
Also, there are no other Goffin BMD events in the index until the 1880s, so it seems most likely to be an error for another name, and 'Gotten' or similar could be mistranscribed as Goffin.
The local BMD index also has the name as Goffin, so it was not an error when the GRO copy was made, but does show it was registered in the sub-district of Eccleshall adding to the liklihood it was this John.
(There was also the death of a John Cotton aged 0 in Stafford RD, in q2 1838; a less likely possibility)
