(Lucy also indexed with her surname as Tinings, presumably not clear on the GRO copy of the PR entry. Seeing the PR entry I can see why the indexer could not have been sure, though the surname is clearly 'Finning' in Lucy's signature)

The witnesses were Lucy's uncle, one of her mother's brothers, and a 1st cousin, daughter of her mother's sister Sarah.
Although Lucy's mother had moved about 25 miles from where she was born and the area where most of her siblings and their families (apart from those who had emigrated) lived close contact seems to have been maintained, perhaps especially after Lucy and her brothers were orphaned, aged about 10 to 24.
