Actual place from his birth registration where considerately shown as "1 North Street", showing the address of a workhouse was common practice to avoid the stigma of having a workhouse explicitly mentioned on a birth cert. Shown more plainly as the abode when he was baptised.
Who was his father?
Although his mother was with William GOATHAM at the time of the 1911 census she was shown as Sarah ADAMS, William as a GOATHAM, he single, she married. There was no pretence that they were a married couple. Walter was recorded as an ADAMS, the name by which his birth was registered, and I think was one of the two living children (of 3 born) to the marriage of Sarah, recorded in that census. That is despite his birth registration not naming a father, indicating he was not the son of Sarah's husband, Charles ADAMS.
Also in 1911 his relationship to the head of the household is shown as 'son', which may well indicate he was William GOATHAM's son, this is often filled in wrongly to show the relationship to the previously named person. Step-son is often "abbreviated" to son. So it does not indicate Walter was William's son, but it suggests he may have been. The fact that he was later recorded as Walter Ernest GOATHAM in the 1921 census adds weight to him being William's son, though I think this is lessened by his name reverting to ADAMS by the time of his marriage.
Also throwing doubt on his being William's son is his being born in the workhouse, and still living there in 11 weeks later when baptised.
Given that Sarah and William later got together and eventually married, if William was the father why were Sarah and William not together when Walter was born? Maybe William was not in a position to provide for Sarah and Walter in 1905, or perhaps he was hoping for "better" than Sarah. Perhaps he feared Sarah's husband if the latter should suspect it was he who got Sarah pregnant.

Although there were a number of other Walter E Adams born in Kent who could have been the one who married Olive Goldup, this Walter was the only one in Milton RD, the others being some distance away, so I think it was probably this Walter.
No other male Adams to female Goldup marriage in Kent around this time so I think all the children were of this couple.
