- the 'P' appears to be in a different hand and added after, as it was to a number of entries; it presumably indicates that Roger was a pauper and so no tax was payable on the register entry (as it otherwise would have been at this time)
A Pauper status is consistent with his debts being greater than his assets at his death.
Probate 5 Jan 1788 Margate, Kent, England Letter written - no probate - This will was not proved, the executor refusing to prove the will as Roger did not leave enough in assets to cover his debts. Despite this the original will was deposited with the others proved in the Consistory Court, along with the letter explaining it not being proved.

A Roger and Hannah were having children bapt at St John's Margate at the right time, but the name Roger was particularly common amongst Philpotts so may not be this family.
I think the Roger who was marr to Hannah died in Margate 1786 aged 75; left a will but no probate (see East Kent wills index); PR shows died a pauper!
Rogers were bapt in St. Lawrence and St. Peters, one in 1712, other 1710.
The St. Peters Roger:
son of Roger and Sarah (marr St. L 1703), had siblings:
Richard (1706), Thomasine (1707/8), John (1712)
(a Roger was ba St L 1676/7 with a mother Thomasin; she marr St. L 1669)
The St Lawrence Roger:
son of Edward and Mary, siblings not clear - prob incl Edward, John, George and Mary;
Apart from lack of a son named after his father Edward, the St. L Roger has siblings with names more like Hannah and Roger.
A Roger of St P died 1750 or 51; could be Roger or Roger and Sarah or his son, if he wasn't the one who marr Hannah. Worth seeing the will.
Also, a Roger of St P died 1717 or 1718 left a will, could also be R of R and Sarah.
A Roger of Ramsgate and HMS Superb died 1739-1742 left a will; could be the St L one / his son (could be pressganged up to age 55)
There are quite a few other Thanet Philpott wills - maybe others which could help in disentangling the family.

"[Feb:] 10 Roger Philpott & Han[n]a Philpott both of St Johns in the Isle of Thanet wth License" - under heading at the top of the page 'Marriages 1737-8' (and before heading part way down page 'From march 25 1738 to March 24 1739')
No baptisms found for the 3 children Ruth, Rebecca and Richard, though all are named in their father's will. With the approximate dob of Ruth known from her burial record, if this is accurate it suggests Richard and Rebecca were younger (there are no gaps between the older children in which they could reasonably have been born). Roger and Hannah may have swithced to a non-conformist church and the 3 have been baptised there.
