Despite the fit not being perfect (should be Mary A Goatham, aged 62, widow, born Bredgar) I think this was Rosa's mother, no doubt present to help Rosa and her family following the death of her latest child.

GRO online index checked for children whose births were registered with surname Appleton (exact spelling), mother's maiden name Goatham (including phonetic variants), anywhere in Kent between 1887 and 1907. Despite the gap between 1893 and 1900 it appears they only had the same children as found in censuses, it looks as though none died in infancy between the censuses.
